Newcastle City Council Services: A Practical Guide for the City Centre

Whether you have just moved into a city-centre flat or you have lived here for years, sooner or later you will need something from the council: a missed bin sorting out, a council tax bill explaining, a parking permit, a blue badge, or a pothole reporting. Newcastle City Council runs all of it, and almost everything can now be done online in a few minutes. This guide gathers the essentials in one place so you know where to start.

The Civic Centre and getting in touch

The council's home is the Civic Centre on Barras Bridge, the tall 1960s building with the gilded sea-horses on top, a couple of minutes north of Haymarket Metro. The single phone number for most services is 0191 278 7878, with lines open Monday from 8am to 6pm and Tuesday, Thursday and Friday from 8.30am to 4pm; the council tax and housing benefit lines are closed on Wednesdays. For the great majority of everyday tasks, though, the website is quicker than the phone: most requests, reports and applications have their own online form, and you do not need to visit in person.

Bins, recycling and bulky waste

Bin collections run on a fortnightly cycle, alternating general waste with kerbside recycling for paper, card, glass, cans and plastic. You can check your own collection day by entering your postcode on the council website, which is worth doing when you first move in, as flats and shared buildings sometimes use communal bins or a different arrangement. Larger items that will not fit in a bin, such as a mattress or a sofa, are dealt with through the bulky waste collection service for a small charge, and there are Household Waste Recycling Centres across the city for anything you would rather take yourself.

Council tax and benefits

Council tax is billed by band and is one of the first things to set up when you move, so the council knows who is liable from the right date. If you live alone you are entitled to a 25 per cent single-person discount, and full-time students are generally exempt altogether, which matters in a city centre with as many students as this one. Applications, discounts, exemptions and direct-debit set-up are all handled online, and if you are on a low income it is worth checking whether you qualify for council tax support at the same time.

Parking permits and the Clean Air Zone

Parking in the centre is tight, and residents of some city-centre streets can apply for a resident parking permit through the council rather than relying on pay-and-display. If you or someone you care for has a disability, the blue badge scheme is also run by the council and applied for online. One thing to be clear about: Newcastle operates a Clean Air Zone across the city centre, but it charges only certain older buses, coaches, taxis, vans and HGVs, so private cars are not affected.

Libraries and community services

The council also runs the excellent Newcastle City Library on New Bridge Street West, the main central library, which offers far more than book lending: free WiFi and computers, a busy programme of events, children's activities, and quiet space to work. A library card is free to anyone living, working or studying in the city, and it doubles as your access to e-books and online reference services from home.

Reporting a problem

Potholes, broken street lighting, fly-tipping, overflowing litter bins, graffiti and abandoned vehicles are all reported through the council's online portal, usually with a photo and a location pin. Reports are logged and tracked, so it is a more reliable route than a phone call for anything non-urgent. For planning applications, whether you want to make one or comment on a neighbour's, the council's planning portal lets you search and respond by address.
